Job Role

Role Overview:

As Senior Policy Advocacy Officer at Amnesty International Thailand (AITH), the role is responsible for driving the advancement of human rights through advocating on human rights policies, stakeholder engagement, and human rights information. The role will be developing and implementing impactful advocacy in Thailand, in alignment with the overarching strategic goals. The role encompasses providing law and policy advice, conducting advocacy, and supervising the research and documentation activities of the Policy Advocacy team This position involves close collaboration with the Campaign Manager and cross-functional teams across Public Campaign, Digital Fundraising, and Media and Communication, to co-plan and advise information for both offline and online campaigns.

This role involves overseeing advocacy initiatives, guiding policy development, and ensuring adherence to ethical standards. The role utilizes a proactive and comprehensive approach to contribute to AITH’s mission of promoting human rights and influencing positive change.

Accountabilities

Key Accountabilities/Responsibilities:

Planning, Strategy, Monitoring and Evaluation 25%

Key Activities

  • Lead to develop comprehensive policy & Advocacy strategies which aligned with the overall strategy on Thailand, aiming for human rights impact.
  • Lead and oversee to delivery of effective advocacy and lobby based on an analysis of current human rights trends and public engagement.
  • Work collaboratively and deliver consistent updates to the International Secretariat, including the research and law & policy department, campaign department, and communication department, to provide an overview of the dynamic Thai human rights situation.
  • Monitor, conduct evaluations, and impact assessment of campaigning strategies focusing on policy and advocacy.
  • Oversee the requisition and accountable allocation of financial and other resources for the Policy and Advocacy team.
  • Ensure alignment of the calendar of milestones, significant external dates, advocacy and campaign activities and outputs with the global and flagship campaigning initiatives.
  • Support in planning, and provide critical analysis in campaign and organisation’s strategy

Policy & Advocacy 25%

Key Activities

  • Contribute to the development and refinement of strategic plans for policy advocacy, aligning with the HR policy of AI to support strategic priorities in collaboration with stakeholders.
  • Provide strategic leadership to the Policy Advocacy team to ensure the quality and accuracy of advocacy materials, reports, and briefings, and analyses produced by the team.
  • Ensure the Policy Advocacy Team adheres to ethical standards, human rights principles, and organizational policies in all advocacy efforts.
  • Strategically plan advocacy meetings with key stakeholders, including politicians, government officials, diplomats, and relevant international/national organizations.
  • Lead the explanation of policies of AI and partner organizations/coalitions in which AITH operates for the benefit of AITH members, activists, board members, and other staff.

Key Activities

  • Collectively devise strategies to ensure timely follow-up on global human rights mechanisms and various regional Human Rights mechanisms, ensuring alignment with Amnesty’s advocacy goals.
  • Actively engage in consultation meetings, establishing partnerships and collaborating with lawyers, activists, civil society groups, and experts to enhance the impact of AITH’s initiatives.
  • Collectively implement and follow up with regional and global human rights mechanisms to ensure active participation and adherence to Amnesty’s advocacy goals.
  • Collaborate with the Campaign Manager to establish strategic directions and draft key talking points for communicating AI’s objectives during meetings with politicians, government officials, diplomats, and relevant international/national organizations.

Research and Documentation 25%

  • Oversee the development of human rights developments and case studies; guide the creation of advocacy materials, comprehensive reports, and insightful briefings.
  • Lead the Policy Advocacy team in monitoring and analyzing the human rights situation to provide updates to the Campaign team in a timely manner.
  • Supervise the monitoring of state laws, regulations, and policies related to AI Human Rights themes, ensuring an understanding and timely awareness.
  • Lead efforts to monitor and evaluate the impact of policy and advocacy activities to provide valuable insights for continuous improvement and strategic refinement.

Person Specification

Education & certifications

  • Master’s degree in a relevant subject, such as law, human rights, international development, social policy, or Undergraduate Degree in a relevant subject such as international law.

Essential experience

  • A minimum of 5 years of work experience in policy and advocacy within an NGO, a UN agency, a government department, or other relevant institutions is desirable.

Essential knowledge

  • Advanced, up-to-date knowledge of human rights issues in relevant policy, advocacy, and research areas, particularly those crucial to Amnesty’s campaigns, such as freedom of expression and assembly.
  • Proficient understanding of human rights in both international contexts and local policies.
  • Knowledge of diverse human rights issues and political situations in the local context.
  • Strong understanding of advocacy strategies tailored for nonprofit organizations, with a focus on human rights issues.

Essential skills and abilities

  • Fluency in written and spoken Thai language; fluency in written and spoken English is desirable.

Job Role

Role Overview:

The Senior Activism and HRE Officer leads and manages the Activism, Youth, and Human Rights Education program at Amnesty International Thailand (AITH). This role is responsible for developing, managing, supporting, and delivering key projects involving research, development, and the delivery of activism and public engagement. Responsibilities include assessment the impact of activism, formulating standards, guidelines, and tools for campaigning and activism (with active participation from rights holders), as well as leading or advising on the development and implementation of activism strategies.

The Senior Activism and HRE Officer also provides campaign training and other capacity-building initiatives for AITH. Utilizing the Human Rights Education (HRE) program as the primary tool, this role strengthens the knowledge and understanding of human rights among activists, volunteers, members, and stakeholders.

Accountabilities

Campaign and Activism 

Key Activities

  • Lead the development of strategies to improve effective activism for AI campaigns and coordinate the implementation of these strategies with the Campaign Team.
  • Monitor and analyze political and civil society developments within Thailand related to activism and youth mobilization for campaigning and provide recommendations for campaign development and actions.
  • Lead development, and delivery of effective activism techniques based on an analysis of current trends in activism, social change, and public engagement.
  • Collaborate with the team to ensure active participation of activists, including young people and rights holders, in campaign planning, implementation and evaluation.
  • Contribute to the organization, coordination, and implementation of global actions for AI activism and provide strategic advice to colleagues across the movement on development and use of appropriate activism strategies, techniques, and materials.
  • Contribute to the planning, implementation, evaluation, and impact assessment of global/tactical campaigns and campaigning projects; and participate in fieldwork to develop and deliver effective activism and campaigning strategies.

Education & certifications

  • Bachelor’s degree, preferably in political science, development studies, communications, media journalism, and other related discipline.

Essential experience

  • Experience in grassroot movement, movement building, organisation and mobilisation of the mass
  • Experience leading the development, coordination, implementation, monitoring, and evaluation of campaigning strategies at the national level.
  • Experience in scheduling, planning, and simultaneously managing multiple projects involving a diverse range of people and activities across various teams.
  • Direct experience in coordinating campaigning networks, organizing campaign events, providing advice and support to activists (including young people) in the development of the activism; experience in training and capacity building in campaigning.

Essential knowledge

  • Robust knowledge in Human rights and social movement
  • Strong understanding of project management principles and a systematic approach to organizational work, including knowledge of participatory approaches, methodologies, and tools in campaigning and collaboration with others, especially young people.
