Role Overview: 

The Senior Officer, People & Culture at Amnesty International Thailand (AITH), plays a crucial role in spearheading the development and implementation of our human resources strategy. This position is pivotal in aligning HR functions with the organization's mission and values, thereby enhancing our work environment and organizational culture. Operating at a senior level, this role involves leading the People & Culture team while collaborating with the Finance HR and Operations Manager to drive strategic HR initiatives.

The incumbent is responsible for overseeing the execution of all HR functions, from recruitment and compliance to employee engagement and development. By setting standards and frameworks for HR operations, this role ensures that all practices are in line with global best practices and organizational goals. This position is key to fostering relationships across the organization and plays a vital part in ensuring the strategic alignment of our human resources to achieve AITH's long-term objectives.

 

Key Accountabilities/Responsibilities:

Staff Contract Management, Visas and Work Permits 

  • Prepare the hire contract or renewal and ensure the accuracy of employee personnel file.
  • Keep probation tracking and follow up with staff’s supervisor.
  • Prepare work permit documents for new expatriates or renewals and escort to Ministry of Labor.
  • Prepare visa applications and escort expatriates to the Thai Immigration Office for visa application or extensions.
  • Prepare visa and work permit application requests to Ministry of Interior Affair and Ministry of Labor.

Strategic Human Resource Leadership

  • Oversee the overall management of the human resources function, ensuring best practices.
  • Develop and maintain annual plans, budgets, compliance training, and core processes.

HR Guidance and Support

  • Provide HR generalist support and advice to the Amnesty Management Team.
  • Assist in the development of HR strategies.
  • Lead and manage the annual development and review of AI Thailand's policies and procedures.
  • Coach and assist in the organization's approach to performance management.

Talent Management

  • Manage and support direct reports, providing guidance, feedback, coaching, and development opportunities.
  • Advise and support managers in job design, recruitment, and onboarding.
  • Develop manager's skills in talent identification, attraction, and retention.

Work Health and Safety (WHS)

  • Support AI Thailand's WHS consultation process.
  • Manage staff's compensation claims and return-to-work plans.
  • Ensure WHS compliance and reporting.

Industrial Relations and Compliance

  • Represent AI Thailand and liaise with union representatives on industrial relations matters.
  • Ensure compliance with the Enterprise Agreement and employment laws.
  • Stay updated on employment law, privacy, EEO, WHS, and anti-discrimination regulations.

Remuneration and Benefits/Welfare

  • Manage the remuneration system, including role grading and salary surveys.
  • Conduct regular benchmarking exercises.
  • Update and maintain the leave system and send the report to Operation Manager or relevant as per their request.
  • Facilitate annual health check-up.
  • Coordinate with Insurance Company for Group Health Insurance.

Training and Development

  • Support to set up orientation for newcomers, training and onboarding material
  • Advise, facilitate, and arrange training in line with organizational development needs and legal requirements.

Metrics and Reporting

  • Develop and maintain monthly HR metrics and quarterly dashboard metrics for management and the Board.
  • Lead communication, training, and tracking of the bi-annual performance review process.

Organizational Culture

  • Provide advice and coaching to management to promote a positive organizational culture.
  • Conduct and analyze the annual staff engagement survey.

Diversity and Inclusion

  • Assist in ensuring policies and practices promote workplace diversity and support the Reconciliation Action Plan (RAP).

Vendor and Contractor Management

  • Manage relationships with external providers, including recruitment agencies, legal advisors, and training providers.
  • Supervise People & Culture contractors and interns/volunteers as needed.

Administration and Other responsibilities

  • Maintain all HR files, folders and related documents in proper condition.
  • Facilitate exit process for leaving staff, conduct exit interview, analyse the information and take precaution action.
  • Submit PND.1, PND.1kor, Provident Fund, Social Security Fund, Compensation Fund, KorRor.11 and other tasks on time and with no penalty.
  • Perform other HR duties as assigned by Operation Manager.
  • Always keep HR information PRIVATE and CONFIDENTIAL.

 

Person Specification

Education & certifications    Bachelor’s degree in Human Resource Management, Business Administration or a related field.

Essential experience  Proven experience in human resources management, preferably in a leadership role (experience minimum 4 years)

Essential knowledge  

  • Strong knowledge of labour laws, compliance, learning and development, compensation and benefits.
  • Must have knowledge of Microsoft Office Suite (Excel, Word, and Outlook).
  • Proficiency in HR software and tools.
