{"id":2059,"date":"2020-10-17T01:00:00","date_gmt":"2020-10-16T18:00:00","guid":{"rendered":"https:\/\/www.amnesty.or.th\/en\/thailand-water-cannons-mark-deeply-alarming-escalation-in-policing-protests\/"},"modified":"2024-11-11T12:00:20","modified_gmt":"2024-11-11T05:00:20","slug":"thailand-water-cannons-mark-deeply-alarming-escalation-in-policing-protests","status":"publish","type":"post","link":"https:\/\/www.amnesty.or.th\/en\/news\/2020\/10\/thailand-water-cannons-mark-deeply-alarming-escalation-in-policing-protests\/","title":{"rendered":"Thailand: Water cannons mark deeply alarming escalation in policing protests"},"content":{"rendered":"\n<p>Responding to the dispersal of protesters by Thai police using water cannons with irritants and dye, Amnesty International\u2019s&nbsp;Deputy Regional Director for Campaigns,&nbsp;<strong>Ming Yu Hah<\/strong>,&nbsp;said:&nbsp;&nbsp;<\/p>\n\n\n<blockquote class=\"blockquote is-lined\"><p><span><span style=\"font-size: large\"><span lang=\"en-US\">&nbsp;\u201cThe excessive force&nbsp;<\/span><span lang=\"en-US\">used&nbsp;<\/span><span lang=\"en-US\">to disperse tonight\u2019s peaceful protests was unwarranted and in no way complied with the principles of legality, necessity, and proportionality, as the Thai authorities claim.<\/span>&nbsp;<\/span><span style=\"font-size: large\">&nbsp;<\/span><\/span><\/p>\n<\/blockquote>\n\n<blockquote class=\"blockquote is-lined\"><p><span><span style=\"font-size: large\"><span lang=\"en-US\">\u201cThe use of water cannons and irritants not only poses serious risk of injury, the use of dye is indiscriminate and could lead to the arbitrary targeting and arrest of peaceful protesters, journalists, or simply&nbsp;local residents&nbsp;who were marked with the coloring.<\/span>&nbsp;<\/span><span style=\"font-size: large\">&nbsp;<\/span><\/span><\/p>\n<\/blockquote>\n\n<blockquote class=\"blockquote is-lined\"><p><span><span style=\"font-size: large\"><span lang=\"en-US\">\u201cWe urge the Thai authorities to&nbsp;<\/span><span lang=\"en-US\">comply with their international obligations and&nbsp;<\/span><span lang=\"en-US\">facilitate the right to peaceful assembly<\/span><span lang=\"en-US\">. They must l<\/span><span lang=\"en-US\">et p<\/span><span lang=\"en-US\">eaceful<\/span><span lang=\"en-US\">&nbsp;protesters express their views \u2013 not exacerbate tensions further.\u201d<\/span>&nbsp;<\/span><span style=\"font-size: large\">&nbsp;<\/span><\/span><\/p>\n<\/blockquote>\n\n\n<p><strong>Background<\/strong><strong>&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p>Ahead of demonstrations expected at&nbsp;Ratchaprasong&nbsp;junction&nbsp;at 5pm today, following the gathering of an estimated 10,000 people at the same location the previous day, police closed roads and established barricades with multiple rows of barbed wire in order to prevent people peacefully assembling at&nbsp;the&nbsp;central Bangkok intersection.&nbsp;<\/p>\n\n\n\n<p>Protesters then announced another rallying point&nbsp;further&nbsp;down the same road instead, at&nbsp;Pathumwan&nbsp;junction. Later in the evening, police repeatedly used water cannons in attempts to disperse the crowd, estimated to be in the thousands.&nbsp;&nbsp;<\/p>\n\n\n\n<p>According to a police spokesman, seven protesters were arrested and taken into custody. The spokesman confirmed that the water contained irritants and blue dye \u201cto mark protesters for further legal action.\u201d&nbsp;<\/p>\n\n\n\n<p>Kitti&nbsp;Pantapak, a journalist with&nbsp;Prachathai&nbsp;was&nbsp;arrested, his equipment confiscated and is currently detained, according to a&nbsp;statement&nbsp;from&nbsp;Prachathai.&nbsp;&nbsp;<\/p>\n\n\n\n<p>On&nbsp;Thurday&nbsp;15 October 2020, the Thai authorities&nbsp;ordered&nbsp;a 30-day ban on gatherings of five or more people in Bangkok, the capital, under emergency measures to stop escalating protests.
